Purpose of the Strategy

strategy diagramThe renewed SEND strategy is an update on the provision and support planned for SEND pupils in Hertfordshire. It is an opportunity to recognise our joint effort in supporting those pupils as well as celebrating their achievements.

The strategy builds on the 2005 strategy to ensure that children and young people with SEND achieve their best possible educational outcomes. The updated strategy is based upon the assumption that everyone has a key role to play in ensuring that children and young people with SEND achieve well.

The refreshed and refined strategy has four key themes of work:

1. Universal monitoring, challenge, support and intervention
2. Specialist and targeted support and training
3. Resources and funding
4. Developing special provision locally

The Vision

Each community of schools, children’s centres, colleges and other providers to be responsible for all children and young people in their community. Each community should have a range of provision, support services and resources available locally, so that we:

  • support access to local high quality provision for children and young people and their families as a whole, wherever possible
  • widen the range of services available to children and young people, their parents and carers
  • remove barriers to learning, including the provision of a more flexible model of inclusion by a greater movement between special and mainstream settings for individual children
  • promote children and young people’s well being and attainment

Outcomes

We will ensure that:

  • vulnerable children will achieve as well as others
  • children and young people with SEND will be empowered to reach their full potential
  • vulnerable under fives enjoy a positive childhood and are prepared for life
  • young people get a wide range of opportunities to learn
  • children and young people’s emotional wellbeing and mental health is well supported
