SEN Mainstream Funding

This is the first edition of a resource pack for school and CSF staff to underpin the SEN Funding Scheme that was introduced in April 2007. This followed extensive discussion with schools and parent representatives before approval by the county council and Schools’ Forum.

The pack draws together information from a variety of sources and is intended for use as a working document by school managers and specialist staff. The funding scheme is still at a relatively early stage of development and further sections will be added and existing sections amended over time. The document is produced in a number of discrete sections in the hope that it will be useful to a variety of audiences with differing information needs.

Service Request Form

From January 2013 the Single Service Request form (HCTP 0037) is being replaced by two forms

  • Service Request Form (green) - to request a service from another agency
  • a Child Protection Referral Form (red)

Both forms replace the current SSR.

IAELD - Individual Assessment of Early Learning and Development

The IAELD - Individual Assessment of Early Learning and Development - has recently been revised and there is now an interactive pdf version available for schools to download.

The IAELD is an assessment tool for identifying possible SEN for use with young children whose skills fall in the 0-4 years age range. It is widely used across Hertfordshire in schools, maintained nurseries and also in the PVI (private, voluntary and independent) sector. Guidance for use are included. Access Arrangements

This is a summary of parts of the JCQ regulations and guidance regarding access arrangements and reasonable adjustments relating to general and vocational qualifications which is published annually by JCQ. Copies of the regulations can be downloaded from:

The regulations set out the responsibilities of Heads of Centre and will be of interest to Heads of Centre, examinations officers, specialist teachers, specialist assessors and SENCos in secondary schools and colleges.

Schools may like to refer to the CSF 3800 Specialist Teacher Register below if they need assistance to do the necessary assessments in school.

CSF3800 Specialist Teacher Register for Exam Access Arrangements

In order to help schools organise Access Arrangements for GCE, VCE, GCSE, Entry Level and Key Skills, CSF have published a register of specialist teachers who are able to assess students and complete the relevant section of JCQ/AA/LD Form 8.

This register is a list of teachers who have a qualification previously required for assessing for Access Arrangements and have asked for their names to be included. Please note that the teachers have not shown evidence of their specialist qualification or CRB checks and therefore checking is the responsibility of the school.

Exceptional Needs Funding Application Form Examples

These examples have been compiled by members of the District Support Advisory Group and reflect the good practice that has been seen in many of the applications over the past year. The examples are provided to support you in the writing of your own applications. The cases themselves are not real children for whom decisions have been made. They reflect best practice in presenting information about a child and therefore may or may not be exceptional in their entirety.

 

SEN Funding Update Briefings March 14th 2013 (including information on local offer and clusters of need) New

The briefing meetings included a PowerPoint presentation on the new national funding requirements and the impact those changes will have in Hertfordshire.

The presentation also covered the implication of the new arrangements for the current ENF scheme. A document of scenarios to help schools understand the new arrangements was tabled. The local offer framework was discussed and a template on which schools could outline their own offer was tabled. Exemplars for both primary and secondary local offers can be found below.

Clusters of need were discussed and documentation relating to these can be found below including:  a blank application form, primary and a secondary exemplar application forms, guidance for filling in the cluster of need application form and an additional ‘what to consider when making an application for a cluster of need’ document.
