Assessing Pupil Progress in PSHE/SEAL

The Ofsted report ‘Time for Change’ (April 2007) concluded that:

  • too many schools do not base their PSHE curriculum sufficiently on pupils’ assessed needs
  • assessment continues to be the weakest aspect of teaching
  • schools are not knowledgeable about the impact of teaching
  • teachers should not only assess pupil knowledge, but need to determine the impact of their PSHE provision on improving pupils’ attitudes and skills.

To improve assessment, schools should:

  • determine pupils’ current knowledge and understanding before a new topic is taught
  • plan assessment as a key element of teaching and learning
  • involve pupils in assessing their own progress
  • gather evidence of pupils’ knowledge, understanding and skills
  • change pupils’ attitudes

There is no statutory requirement for end-of-key-stage assessment at key stages 1 and 2. However, it is good practice to undertake assessment of PSHE and citizenship learning where it is part of the school curriculum and teaching and learning activities.

A range of resources have been developed for Hertfordshire schools, designed to support them in deciding on the most appropriate methods of assessing progress, recording and recognising achievement of children.
