Behaviour & Attendance Pilot (2003-5)
The Behaviour and Attendance Pilot was launched in September 2003. The
aims of the pilot were to:
- trial materials for use in schools. These included curriculum materials
to support the development of social, emotional and behavioural skills
and materials for whole school training and school self review;
- implement and evaluate small group interventions for children needing
additional focused help with their social, emotional and behavioural
skills;
- develop and test out models of LEA support for schools where behaviour
is a key school improvement issue.
Twenty-five Local Education Authorities were involved in the pilot.
They agreed to identify capacity in existing staff to support the pilot
and to appoint two new members of staff to work exclusively on the pilot. Forty
five LAs joined the pilot in September 2004 as associates.
The four main strands of the pilot were:
- Curriculum material
The pilot developed a set of curriculum materials for primary children
from Foundation to Year 6. This theme-based approach provided a curriculum
structure and support materials. This was been reviewed and
developed in the light of comments to become Excellence and enjoyment:
social, emotional aspects of learning (SEAL.
- Continuing professional development
The pilot supported professional and school development by supporting
lead behaviour professionals within local clusters and providing
a range of training materials for their professional development.
Training was also provided for newly qualified teachers. Leading
teachers (behaviour) were being identified to encourage sharing of
good practice and learning together. The materials are being
brought together and will be available on line and on CD. The
learning from this strand of the pilot is being shared at conferences
across the country in November and December 2005.
- School improvement
Some schools have particular needs when working in the area of promoting
positive behaviour. The pilot worked with LAs to develop approaches
to support these schools in an intensive way. This involved the development
of a school improvement team to work with the senior management team,
and coaching approaches designed to support teachers when developing
practice in the classroom. School evaluation materials were
developed to support this strand which included an initial review
and in-depth audits. These are available on line and on CD. The
learning from this strand of the pilot will be shared at conferences
across the country in February 2006.
- Small group work
Some children find it hard to learn social, emotional and behaviour
skills and need more focused support. As part of the pilot, LEAs
worked in partnership with local Child and Family Mental Health services
to provide opportunities to provide additional small group support
to groups of children and their parents. Some of the learning
from this strand was developed as small group work materials within
the SEAL materials (Silver Sets). An interactive DVD is being
produced to support small group workers.
Three Waves
Provision for effective literacy and mathematics learning and teaching
can be described in terms of three “waves” of intervention.
What is “Wave 1 ”?
Wave 1 is the effective inclusion of all children in a daily, high quality
literacy and mathematics lesson.
What is “Wave 2”?
Wave 2 is additional time-limited provision, in the form of small-group
intervention, to accelerate progress and enable children to work at age
- related expectations. Wave 2 Primary National Strategy interventions
are supplementary to quality first teaching.
