At Key Stages 1 and 2, Citizenship education is part of the non-statutory Framework for PSHE and Citizenship that came into effect alongside the revised curriculum in August 2000. The knowledge, understanding and skills to be taught in PSHE and Citizenship are set out in the non-statutory framework as four interrelated 'strands':

  • Developing confidence and responsibility and making the most of their abilities
  • Preparing to play an active role as citizens
  • Developing a healthy, safer lifestyle
  • Developing good relationships and respecting the differences between people

How these are taught is left to the judgement of the school and the needs of its pupils and local community.
