The 14-19 Strategy and Commissioning Team is responsible for two strands of work in the Directorate of Services for Young People, working in partnership with both Early Intervention and SSE.

The two strands are:
- 14-19 learning and development to raise and widen participation in employment, education and training including progression to and from the 14-19 phase, particularly pertinent to Raising the Participation Age.
- 16-19 strategic planning and commissioning of services.
The team's skills include planning, commissioning, funding and project management, and advising on 14-19 strategy. They have a county remit to support and advise the following external partners:
- All schools including special schools
- Education support centres
- FE colleges
- Work-based learning and independent alternative providers
- The Strategic Area Partnership Groups
The team works closely with DfE departments, national, regional and local government agencies and awarding organisations to keep abreast of government changes and inform policy and practice. In Hertfordshire, the 14-19 team specialise in facilitating the work of partner organisations to build progression pathways for young people in this phase of learning, maximising all available resources,
including funding.
