Ofsted Report Implementation of 14-19 Reforms new

On 4 September 2010 Ofsted published a Report on how planning for the 14-19 reforms has been going

The Report was based on survey visits to 16 Local Authority areas carried out between April 2007 and March 2008.  One of its key findings was that almost all areas visited had well established 14-19 partnerships and all but one of the local authorities had made at least satisfactory progress in implementing 14-19 reforms with three quarters making good progress. 

Other positive findings included:

  • Collaboration between schools and colleges was effective in most partnerships.
  • Local strategies had a positive impact in raising achievement, increasing participation and retaining learners in education and training.
  • A sustained focus on NEETs had resulted in reductions in their numbers in the majority of local authorities visited.
  • Nearly three quarters of local authorities had effective online 14-19 prospectuses and their use was increasingly being incorporated into programmes of advice and guidance to young people.

The Report however also included a number of recommendations:

Partnerships should:

  • Clarify and promote learning pathways available to young people across the 14-19 age range to ensure continuity and progression in their education and training
  • Fully map out the 14-19 curriculum available in the LA area and ensure that any gaps are filled
  • Exploit further collaborative opportunities to broaden post-16 provision
  • Implement robust processes to assure the quality of provision in the area.

Providers should:

  • Ensure that all young people receive impartial advice about the full range of available 14-19 options in the area.
