Last year, schools were consulted on Hertfordshire Constabulary’s Children and Young People’s review which was to ensure the Constabulary is providing a more focused service to schools, colleges and ESCs across the county, and that our work is even more effective in keeping young people safe and out of trouble

The below documents are updates on this review and explain the new ways Herts Constabulary will be working with schools in the new year, from 3 January 2012.

Improving Early Intervention and Targeted Support through Local Partnerships - September 2011

From September 2011, the delivery of early intervention and targeted support for children with additional and special educational needs in Hertfordshire will be through actual, local, multi-professional teams, called the Integrated Services for Learning (ISL).

Local partnerships of schools have also been identified across the Hertfordshire district areas, with a nominated ‘lead’ school for each area. The partnership areas and lead schools are listed in the document below:

How will the new teams work ?

From September 2011 five area ISL teams will deliver support for children with additional and special educational needs that directly affect their access and participation in learning.  Each team will work across a ‘double district’ area (see list below) and service delivery will take account of the new local partnership groupings of schools.

They are as follows:

Across each of these areas, the ISL teams will provide the following services:

  • Education Support Centres (ESCs): Will continue their dual function of providing on-site education and off-site support for pupils with significant behaviour difficulties, but will now also have responsibility for the delivery of the Education Support Team for Medical Absence (ESTMA) service which provides support for children whose education is disrupted due to medical issues.
  • Behaviour & Attendance: The staff within the existing Behaviour Support Teams and Attendance and Pupil Support Teams have been brought together to provide a more integrated service. It is intended that services will be further integrated with the ESCs from April or September 2012
  • Educational Psychology:   A  psychological support service with the key aim of promoting emotional health and well being, will be provided to children and young people in need.
  • Early Years (Special Educational Needs and Disability):  for support to children aged 0 to 5 years.
  • Special Educational Needs: Will deliver statutory duties for assessment, provision and review in relation to pupils and pre-school children with complex and severe special educational needs.

Integrated Services for Learning teams will also work closely with other teams who provide targeted support where issues are more child and family focused.
