Promoting Headship in Hertfordshire

We want to encourage as many high quality potential school leaders as possible to aim for headship in Hertfordshire schools.  This will mean promoting a role that is:

  • an attractive and natural progression in leadership development
  • accessible for a wide and diverse range of future leaders

Advocates for headship

Headteachers are best placed to promote and enthuse future school leaders. We will:

  • create a pool of headteacher ‘advocates’ to promote the role of headship.
  •  identify schools as beacons of excellence in leadership development

New Models of Leadership

Current school leadership models many not be ‘fit for purpose’ in the changing national and local context of :

  • system leadership
  • children’s Centres
  • extended services

So we look forward to working in partnership with schools, governors and other stakeholders in establishing local models which are viable and effective for future settings in Hertfordshire.

Guidance for schools on co-headships is available on the HR Policies, Procedures and Guidance page:

The National College for School Leadership website has information on different models of headship:

Federated Schools

Some reports on Federated schools from Ofsted:

Sharing Leaders to Improve Schools

An Ofsted survey of federated schools has confirmed that effective leadership by headteachers and senior leadership teams is the most critical feature in helping to generate and sustain improvement, particularly in teaching and learning, behaviour and pupils’ achievement.

Federated schools see improved outcomes
In a survey of federations where schools have joined together to raise standards, improvements have been seen in the three key areas of teaching and learning, behaviour and pupils’ achievement.

Leadership of more than one school

This survey evaluates the impact on provision and outcomes for pupils where leadership responsibility is shared between federated schools. It looks in particular at a sample of schools that are in federations which have one governing body and in the majority of cases, share a headteacher or an executive headteacher. It also considers the path taken by schools that make the decision to federate and to share leadership in this way.
