Property Frameworks

Hertfordshire County Council has successfully re-procured two new Property Frameworks which started on 1st April 2015. They will provide the Authority, and a number of other local public sector bodies including schools, with access to a wide range of property maintenance, management and construction services.

The new Frameworks were re-procured through an OJEU process and consist of:

  • Property Works Framework – repairs, adaptations, refurbishments, extensions, asbestos removal, demolition, and supply and installation of portable buildings.
  • Property Consultancy Framework – property, estates and specialist consultancy and construction related design and project management

Suppliers who were successful in the re-procurement of the new Property Frameworks are arranged into specialisms called Lots. To view a list of the suppliers on each Lot please see:

Framework Use Liability

Whilst the frameworks offer a relatively safe environment for procurement of works or services when compared to the open market, service provision is not risk free. Schools and governing bodies need to be aware that the award or calling off of works or services from a Framework, following mini-competition, is the point at which a contractual relationship is made between the schools or governing body and the contractor. Therefore the liability for any risks associated with an award or call off sits solely with the schools or governing body and the contractor.

Consultancy Contracts & Services

All schools are advised to have in place a contract with a property consultant to provide professional advice to the school in respect of any building related issues. The Property Frameworks offer schools the option to obtain consultancy advice and briefing documents are available on the Framework pages on Please contact for the URL and login details.

If you have any questions about these changes and how they may affect you, please contact the Building Management Team.
