Modern Apprenticeships
Modern apprenticeships are available for young people aged 16-19
(although up to age 23 can be considered). Training is to at least
NVQ level 3 – for young people to progress to technician, supervisory
and management levels. There are three levels of training available:
- Foundation Modern Apprenticeship (FMA). Leads to NVQ level 2
and trainees must be between 16 and 24 at the start of training.
- Advanced Modern Apprenticeship (AMA). Leads to NVQ level 3 or
4, for full time employment and is for those between the ages
of 16 and 23 at the start of training
- NVQs. Available at most levels if a Modern Apprenticeship is
not available.
Each modern apprenticeship includes the development in key skills
and, are currently available in a wide range of occupational areas.
The advantage of work-based training is that young people can obtain
qualifications while gaining the practical experience that employers
are looking for.
All modern apprentices must be employed. The programmes are flexible
and structured to meet each employer’s specific needs. The training
for the qualification can take place either at the place of work,
at a college or with a training provider. A significant contribution
to the training costs is available from Hertfordshire TEC ( from
1 April 2001 Hertfordshire Local Learning and Skills Council)
Summary of QCA Consultation on Modern Apprenticeships (MAs)
Modern apprenticeships should:
- Lead to National Vocational Qualifications (NVQs) - Level 3
(Advanced), Level 2 (Foundation);
- Include Key Skills and other Qualifications required by Industry;
- Ensure that the training is framework based;
- Have frameworks designed by National Training Organisations
(NTOs), funded by LSC, supported by Careers Service and delivered
through employers and training providers;
- Lead to high levels of employed status.
Proposals
- Increase the taught element, underpinning knowledge and the
understanding needed for the job;
- Introduce technical certificates (‘related vocational qualifications’)
- Give options for young people on more general vocational courses
to specialise in preparation for entering a particular occupation;
- Open routes to relevant higher education courses, particularly
Foundation Degree level;
- Act as introduction to a particular occupation for those without
the relevant work experience
Vocational Qualifications
- Envisaged that MAs pursue vocational A levels or vocational
GCSEs alongside NVQs
- Qualifications may be nominated as an alternative to technical
certificates as fulfilling the vocational component of an apprenticeship.
Key Skills
- Should be integral to all Modern Apprenticeships
- An obligation on providers of Modern Apprenticeships to ensure
trainees have opportunities to gain key skills qualification
- Those responsible for each framework will be able to specify
what key skills and at what level;
- Strong case for establishing a national minimum at level 2 as
a condition for completion.
Apprenticeship Diploma
- Apprenticeship will involve additional qualifications
- High quality apprenticeships based on:
- Practically based NVQ
- Vocational education covering relevant knowledge; ad
- Key skills attainment
- Introduce single and highly recognisable national award bringing
together the three components of underpinning knowledge, key skills
and vocational specialisation as an Apprenticeship Diploma.
Training and Entry Requirements
- minimum off-the-job period;
- minimum periods of training.
- Accredited Prior Learning to be continued and integrated into
the framework;
- Young people need to be aware of the threshold which is the
minimum requirement to successfully complete qualifications in
a MA;
- There needs to be a balance between educational achievements
and potential to acquire skills
Guaranteed Apprenticeships
- Apprenticeships to replace other residual training
- A meaningful guaranteed apprenticeship must provide:
- a training place which is occupationally specific; and
- a job or work experience which reflects the occupation
