Subject Leaders
Subject Leaders Handbook
The Subject leader handbook DVD supports head teachers and leadership teams in implementing the new Primary Framework for literacy and mathematics.
It can be used in conjunction with Primary Framework for literacy and mathematics: Supporting guidance for headteachers and chairs of governors.
The Senior Leadership Team’s role, including the literacy and mathematics subject leaders, is crucial in the effective implementation of the primary framework.
An initial SLT meeting is needed to introduce the Primary Framework for literacy and mathematics. It is expected that subject leaders will play a significant role in the selection and delivery of the CPD material.
The extensive range of materials provided on the subject leader’s DVD will need to be selected and adapted will need to be selected and adapted to meet the specific needs of your children, staff and the context of your school.
Examples of the resources available on the DVD:
- SLT audit and evaluation material
- Pedagogy underpinning the Primary Framework
- PDM guides and resources for mathematics and literacy, including powerpoint presentations, discussion prompts and handouts
- Inclusion materials
- Materials to support the implementation of the Rose Report recommendations for the teaching of phonics and early reading
- School self-evaluation grids
- Tracking pupil progress
- Range of additional papers to support literacy and mathematics
- Short video sequences of literacy and mathematics learning and teaching
- Links to the Excellence and Enjoyment materials
It is not the intention that all of the materials are adopted as they are presented. Instead, the aim is to provide materials that could contribute to a school’s ongoing professional development programme.
Decisions about the use of these materials will depend on the school’s development priorities in literacy and mathematics, the strand and themes selected from the Primary Framework and the profile of the identified focus group of children as decided in the SLT meeting.
Themes to Select From
Literacy
- Communication, language and literacy
- Enhancing literacy
- Improving writing
- Underperforming pupils
Mathematics
- Calculation
- Calculation with a focus upon: subtraction, multiplication or division
- Using and applying
- Underperforming pupils

Continuing Professional Development
Overview of the Continuing Professional Development materials for the implementation of the Primary Framework
Professional Development Meetings (PDMs)
- PDM 1 – Preparation and setting the vision (This follows on from the school-based senior leadership team meeting)
- PDM 2 – Progression looking particularly at a strand from the Primary Framework, linked to the focus group of children in literacy and mathematics
- PDM 3 – Pedagogy: teaching styles as fit for purpose, looking particularly at a strand from the Primary Framework, linked to the focus group of children in literacy and mathematics
- PDM 4 – Review and evaluation of the impact on progress of the focus group of children
For further details see the Subject leader handbook, ‘Suggested process and structure of professional development meetings’.
Subject leaders may also want to make use of the discussion, guidance papers and other resources available through the primary frameworks site:
They are intended to offer further support on planning and teaching and might be used to inform, guide policy and practice in the school.

Intervention materials:
The intervention programmes that the Strategy has produced are intended to provide additional support to those children who are not making the progress they might. The teaching materials address key areas of mathematics that these children may initially have found difficult, to help them to make the necessary progress with targeted support. These resources have been audited against the objectives set out in the seven strands of the electronic framework. |

(ii) the planning units within the five blocks in the corresponding year group to help with planning. |
Inclusion:
The Wave 3 mathematics materials aim to enable children who are working at levels significantly below age-related expectations, to secure the mathematical understanding they need to increase their rate of progress. |
