Guidelines for Schools

Introduction to the Work of the Hertfordshire Traveller Education Service

A Multi-Agency Team

The TES is part of the Minority Ethnic Curriculum Support Service (MECSS). The TES is a multi-agency and peripatetic county- wide team. The team consists of advisors, teachers, Learning Support Assistants, Education Welfare Officers, Connexions PAs and an Adult Education Manager.

The TES works to support schools, agencies and the travelling communities to increase Traveller children’s:

  • access to education
  • attendance
  • achievement

The Two Core Stategies of the TES Work with Schools

Individual support for pupils

Hertfordshire schools refer individual pupils to the TES for individual support based on the following criteria:

  • Highly mobile, including Fairground and Circus
  • Significant periods of missed /fragmented education caused by mobility
  • Year 6 at risk of failing to reach Level 4 (not SEN)
  • Transition to Secondary school
  • Secondary school retention

A Pupil Action Plan is set up between the school and the TES to deliver individual pupil targets. Support is reviewed after 6 weeks.

gypsy roma cartCapacity Building Work in Schools

When a school receives individual support it agrees to work with the TES on whole school capacity building.
The school completes an Audit of good practice (based on the DfES Aiming High guidance) and a Capacity Building Referral form for whole school development.
A Capacity Building Action Plan is written and delivered by the TES in partnership with the school. Examples of whole school capacity building work are:

  • Training to staff on Traveller culture, achievement and resources
  • Advice on the SEF and school policies
  • Curriculum development
  • Working with the community
  • Distance Learning.

Other Aspects of Our Work

The TES work with parents, the Playbus and pre-schools to increase Traveller children’s access to early years provision.

Connexions PAs

The TES employs two Connexions PAs to work with Traveller teenager in and out of school.

Adult Education

The TES works with the HAFLS Adult Participation Manager to provide learning for Traveller parents.

Training for Agencies

The TES is able to provide training for support agencies on Traveller culture and lifestyle.
