ICT in Schools Funding 2006/07As you may be aware, there have been significant changes to the ICT in Schools funding this year. ICT has previously been the focus for a ring-fenced standard fund (SF31) which has been used to support the development of hardware, software and training. This year, the DfES reorganised funding for ICT as part of a wide set of changes to schools funding arrangements. As a result, ICT in Schools Standard Fund 31 was redirected to two more general funding streams, the Schools Development Grant (SDG) and Devolved Formula Capital (DFC). Dedicated ICT funding still exists for software and subscriptions to web-based e-learning material through e-Learning Credits (ELCs). In addition, to these identified sources of funding for ICT, schools can elect to utilise other more general funding if ICT is being used as a conduit for other outcomes, e.g. personalised learning, Special Educational Needs etc. Whilst it is noted that DFC cannot be used for leasing ICT equipment, as it is a capital grant, it can be used to purchase hardware and ICT infrastructure (such as cabling and benching). In spite of the limitations on DFC in terms of leasing equipment, the recommendations concerning leasing ICT equipment in Hertfordshire are unchanged. Leasing is an excellent way of equipping a school with technology which can enable sustainable and flexible resourcing. It also ensures that schools are able to obtain a uniformity of resources which facilitates both teaching and the maintenance of hardware.
