Hertfordshire has repeatedly received regional and national recognition for its high quality and varied anti-bullying support programme.
We recognise that anti-bullying work is a key part of a school’s safeguarding strategy and that hurtful behaviour, peer pressure and bullying limits children’s emotional readiness to learn and can significantly impact on progress and achievement. Hertfordshire offers a range of innovative support, training and consultancy to help your school to prevent and respond to bullying and to build a school culture where positive relationships lead to improved outcomes.
- Support services to build stakeholder confidence, resilience and engagement: including the HABI peer support training, the HABI Your Say young people’s survey programme and parent briefing sessions.
- Training in specific safeguarding programmes for schools, such as protective behaviours, targeted anti-victim workshops, fresh start initiatives for groups locked into damaging relationships, and restorative justice approaches.
- Specialist training for specific aspects of identity and prejudice focused bullying, for example: homophobic, transphobic, sexist, sexualised, gendered, disablist and racist bullying.
- Induction or consultancy for school anti-bullying leaders to assist development of effective school anti-bullying strategy, ensuring attention to required equality and diversity dimensions.
- A robust anti-bullying review process, which evaluates the effectiveness of current policy and practice through a site visit, document review and pupil voice. Available to individual schools or clusters. Individual and collective reports identify strengths and make recommendations for development.
- Training to address general or targeted anti-bullying issues, skill development, curriculum content and pupil support and recording/reporting processes.
- Consultancy and/or training to address how to deal with bullying in ways that will engage pupil support for school anti-bullying ethos, develop pupil resilience and enable increased pupil attention on achievement.
- Consultancy and/or training on delivering an anti-bullying curriculum
Interventions can be tailored to address the vulnerability of the most at risk pupils through curriculum interventions that have real impact on tolerance of diversity.
All training, guidance and support is in line with national policy and good practice, the current Ofsted inspection framework and The Equality Act 2010. Support is designed to directly impact on pupils’ ability to learn effectively, achieve their potential and flourish socially and emotionally. Wherever possible work will also aim to build staff capacity for early intervention, increase pupil engagement and reduce pupil vulnerability.
If your school is signed up to the Hertfordshire Healthy Schools Programme, please be aware that as part of your annual subscription entitlement, anti bullying could be the focus of your half day adviser support visit.

- Anti Bullying policy surgery
For guidance on your anti bullying policy, please send via email or call for an appointment to discuss. Please note, that evidence of engaging the thoughts and ideas of staff, pupils and parents will be expected.
- Support implementing the Girl Bullying whole school resource
The ‘Bad Girls’ resource has been developed within Hertfordshire and therefore we have considerable expertise and knowledge of implementing this whole school approach to girl bullying and inter friendship cruelty.
- Staff training on Homophobic Bullying
This session can be delivered as a twilight session using materials produced by Stonewall. Despite focusing on homophobic bullying, the session relates to bullying and prejudices in general.

- Peer Support Training for schools
See leaflet below. Hertfordshire Anti Bullying Initiative (HABI) has been delivering peer support training for schools across the county since 2005. Consultants train staff and pupils in peer mentoring, mediation or buddying. Read the impact assessment below. This training is free.
- Restorative approaches workshops for pupils / mediation training for adults in school
A one hour workshop for pupils on managing conflict in one to one situations and a training programme for adults in school in mediation. Teachers, TAs, MSAs and other support staff as well as parent or community volunteers can be trained for free through HABI.

Under the Ofsted 2012 framework anti-homophobia work has
become an essential element in the inspection of every school,
primary and secondary.
In 2011 Hertfordshire’s young people’s ‘Your say’ survey showed
that 40% of primary pupils and 85% of secondary pupils said they
had themselves used the word gay as a put down or to describe
something negatively.

Anti-bullying pupil review programme

This programme evaluates whole school approaches to anti-bullying through a half day visit that reviews paperwork, interviews key staff and crucially gathers formal and informal feedback from young people. It evaluates to what extent the views of pupils are in line with the formal documentation within the school. A half day review is followed by development of a report of key finding with recommendations. |

HABI Peer Support Training |
Hertfordshire have been providing this high quality training to young people since 2005. The programme is tailored to the different needs of different phases and age groups: buddy/play pals for primary pupils, peer mediation for primary or secondary pupils and peer mentoring for secondary pupils. Schools can purchase pupil training only or a full capacity building programme.
“Peer Mediation has helped our students to become more patient and empathise with the feelings of others. Mediators have gained self-confidence and have been proud of the extra status that being a Peer Mediator brings. ‘Low level’ incidents occurring in the playground have reduced and it is now a more positive place. HABI Your Say – a pupil consultation programme |
Schools who register to participate in this programme will receive a detailed pupil survey on key concerns identified from bullying data and developments in the Autumn and Spring terms. The surveys are intended for pupils to be involved in collecting the data from their school-fellows. Collated school returns are developed into a report that identifies key issues to be shared with pupils and makes recommendations to schools. This also enables individual schools to compare their own results with the collective report.

Staff Training to respond to Ofsted’s:
“No place for bullying”
Ofsted has published a report that looks at what schools can do to create a positive school culture and to prevent and tackle bullying.
One of the key findings is around the need for staff to be well trained in responding to different kinds of bullying, particularly prejudice based language.
There are a range of both 'tried and tested' and new staff training packages that are available from Karin Hutchinson, the Hertfordshire Anti-bullying Adviser that are detailedon the following page:
