The Hertfordshire Early Years Team provides support for self evaluation through a quality assurance process-Herts Quality Standards (HQS) to EYFS settings. This includes maintained schools, independent schools, pre-schools, day nurseries, childminders, children’s centres and out of school provision. Download leaflet:

The HQS scheme is a modular approach and includes a focus on leadership, parent and children participation, partnership working and action planning. The revised Herts Quality Standards process has been used in Hertfordshire across all early years sectors since September 2008. The process is summarised in the HQS flowchart:


The Early Years Advisors and Consultants are trained in the use of the full range of ‘Environment Rating Scales’, internationally recognised and standardised tools designed to assess the quality of early years provision. The team also includes trained moderators of the scales.

A Plus Education


The HQS process commences with a review of the early years provision against the welfare and learning and development requirements of the EYFS. This is completed using an EYFS Musts and Shoulds audit. 


A bespoke package can be tailored to an individual setting or to a local authority in order to support self evaluation and preparation for Ofsted for reflective practitioners to ensure continuous quality improvement. To register interest please complete the attached form and send to
