Single Status Pay Review - Revised Job DescriptionsAs part of the Single Status agreement signed in June 2000 it was agreed that manual worker jobs would be evaluated using the Hay Job Evaluation Scheme. The evaluations were all complete with input from UNISON representatives in June 2002. The principles of the Single Status Pay Agreement are to bring manual workers into the existing pay structure, and to ensure they remain within the nationally agreed spinal column point (scp) arrangements. The package has been agreed to ensure affordability in assimilation and ongoing costs. In addition, during the course of the negotiations particular regard has been paid to the arguments UNISON have raised about recruitment and retention difficulties in this sector of the workforce. The key features of the agreement are:
The main groups of staff that are be affected are those employed on a manual G grade or H1 grade:
Assimilation ArrangementsIt has been agreed that on assimilation to the new pay arrangements all former manual workers will benefit from a 2 increment pay increase (up to the maximum of the grade) as a minimum. If the member of staff’s job has been evaluated at a grade which takes them up more than 2 increments up the pay scale they should be placed at the minimum point of their new grade. All staff currently on H1 grade should be placed on scale point 9 if they are currently below this point. For those not going straight to the maximum of the new grade the next increment payable will be 1st April 2003. Examples:Someone currently on G1, scp4, whose job
is evaluated at HB, will be assimilated to HB, scp6 - grade maximum. FundingFunding for the assimilation costs of the Single Status Pay agreement has already been added to school budgets for the financial year 2002/03. Please refer to the letter “Funding for 2002/03” dated 22 February 2002 from The School Funding Unit under point 3 – Delegated budgets, and the document “Budget Preparation – Guidance for Schools 2002/03, page 3 under “Single Status” for further information. This pay agreement does not apply to:
The Single Status agreement is a nationally and locally negotiated package which is an entitlement for staff. Therefore, staff on former White Book Manual Workers terms and conditions and those on H1 grade must be moved onto the new evaluated grade and receive any associated pay increase. New model job descriptions reflecting the grades are attached. These may not fit the present duties of your staff. If they do not, you have the discretion to amend them.However, you may not under the Single Status Agreement organise a job description to pay less than the new evaluated grade. All school staff affected who were in post in June 2002 should have been paid their new grade and arrears between September 2002 and January 2003. Any affected staff after June 2002 should have been started on the new grade. Casual staff may be paid at a fixed rate (i.e not prgress within the grade). Schools that do not buy ITnet Payroll Services were asked to instruct their payroll provider to make the necessary changes.
