Manual of Financial ProceduresThe LA suggested model for the 'financial procedures manual' required by schools to comply with Standard 5.5 of the FMSiS has recently been revised. The main changes are as follows: 1. The manual has been split into 4 areas: 2. The contents section contains the main content of the manual broken down into individual sections with all additional indexes and blank pages being removed. 3. The main index has, where appropriate, been linked directly to either the Hertfordshire Grid, or the national FMSiS websites. Therefore, schools should always connect to the most recent and up to date versions. These forms / documents are no longer printed in the manual. 4. The LA suggested format for the 'schedule of financial delegation' has been updated, primarily to take into consideration the revised contracting and tendering levels set out in the current LA Contract Regulations. The revised version is in Appendix 1B of this manual. 5. Section 11, Contracting, also contains the new tender limits and quotation requirements set out in the LA Contract Regulations. 6. The hirers 'status' declaration for clubs and associations in section 17, has been removed as this is no longer applicable. When determining whether a club or association should be charged VAT for their hire, the school should follow the guidance set out on the Hertfordshire Grid at: or contact either Alex Fitzpatrick (01992 555365) or Gary Elmes (01992 555311) at County Hall. We do not plan to make any further changes or updates to this manual in the future. Please keep up to date with the latest guidance on the FMSiS website.
