Balance Control Mechanism - March 2011 Revenue Balances Updated

Schools are reminded that only projects pre-registered by end of May will be taken into account as exceptional items when applying the mechanism to the 31 March 2011 revenue balances Schools are not generally permitted to carry forward a revenue balance in excess of the Normal Maximum Level (NML) as defined under the Balance Control Mechanism.
The only exceptional items from the mechanism after 31 March 2011 will be:

  • previously agreed projects
  • prior year adjustments to the final accounts,
  • consortia balances, not already reported on a 31 March 2011 Consortia Balance Return
  • reorganisations (amounts the Authority agrees may be held to avoid staff redundancies in respect of a temporary falling roll or in the event of a reorganisation.

Projects should be registered by the due date (which is 31st May in advance of the end of the financial year) with all supporting documentation being received by the end of the Summer term. Each project will need to be submitted on a separate application form.

Please ensure that any projects are supported by all of the required documentation. Projects without full supporting information may not be considered. Timetable for Balance Clawback Mechanism

Schools who fall into the excessive balance category will receive notification from the Authority detailing how the calculation was arrived at and how the Authority plans to administer the scheme.

All schools receiving notification will be required to submit a three year financial forecast and complete an analysis return to the Authority.
